U14 Recreational Rules of Play

Law 1 – The Field of Play

Conform to FIFA.  Flagposts at the corners are recommended but not required.

Law 2 – The Ball

Conform to FIFA.

Law 3 – The Number of Players

Number of Players: Conform to FIFA.

Number of Substitutions: Unlimited substitutions may be made.

Substitution procedure: Conform to FIFA, except substituted players may return to the match, and it is not necessary to give the referee a list of named substitutes.

Substitutions may be made at the following stoppages with the permission of the referee:
  • During the half time interval or before the start of overtime periods.
  • After a goal is scored.
  • On either team's goal kick.
  • On a team's own corner kick, or the opposing team's corner kick if the opposing team is substituting.
  • On a team's own throw-in, or the opposing team's throw-in if the opposing team is substituting.
  • At an injury (only to replace an injured player).

Law 4 – The Players’ Equipment

Conform to FIFA

Law 5 – The Referee

USSF Registered referee. Duties conform to FIFA.  Infringements shall be briefly explained to the offending player.

Law 6 – The Assistant Referees

May be used but are not required.

Law 7 – The Duration of the Match

The match lasts two equal periods of 40 minutes.  The half-time interval is not to exceed 10 minutes.

Law 8 – The Start and Restart of Play

Conform to FIFA.

Law 9 – The Ball In and Out of Play

Conform to FIFA.

Law 10 – The Method of Scoring

Conform to FIFA.

Law 11 – Offside

Conform to FIFA.

Law 12 – Fouls and Misconduct

Conform to FIFA, except that sliding tackles are not allowed.  See the Recreational Slide Tackle Policy for details.

Law 13 – Free Kicks

Conform to FIFA.

Law 14 – The Penalty Kick

Conform to FIFA.

Law 15 – The Throw-in

Conform to FIFA.

Law 16 – The Goal Kick

Conform to FIFA.

Law 17 – The Corner Kick

Conform to FIFA.
