To All Referee Supervisors

The SAY National Referee and Rules Committee (SNRRC) have considered what would be appropriate for each level, and herewith communicate its recommendations to you. The operative word here is recommendations . The Districts and Areas have complete control over assignment of grade levels to referees, and may use any criteria they choose to make decisions. However, SNRRC anticipates that there will be many that will ask for guidelines, and those shown below reflect the committee's best judgment.


Qualified

   1. The trainee should successfully complete the referee training course with a test score of 70 or better.
   2. Those who score below 70 may referee at the Area's discretion. 

Certified

   1. The trainee should successfully complete the referee training course with a test score of 90 or better and should score at least 80% in each of the ten sections.
   2. The trainee should demonstrate competence in actual refereeing at least the same number of games required for maintaining State or National level. That number at this time is at least 10 games during the year.
   3. A trainee who does not attain a score of 90% on the test or 80% in each of the ten sections may retake the test one month or more after the last test taking. 

Area Referee

This level is meant to be a reward for reliable and good service as a referee over a period of time and is awarded at the discretion of the Area referee supervisor. It provides a way for you to recognize your “top” people for their good service.

   1. To be awarded Area Referee status, the person is not required to have achieved Certified Referee status, although most of them will have. There are some excellent referees who do not take tests well, and yet who do a fine job on the field.
   2. Some suggested criteria:
         1. Has been a referee for at least two (2) years.
         2. During that time, should have officiated at least 35 games, with distinction.
         3. Should have received at least two (2) favorable evaluations. 

State Level Referee

   1. Presently be a Certified SAY Referee or an Area SAY Referee in good standing.
   2. Achieve an 80% or higher grade on the SAY Referee test.
   3. Have officiated at least 35 SAY matches, which must be as a referee (i.e. Not as a Linesman) in 11 v. 11 games. At least ten (10) of these games must have been refereed within the past year.
   4. Attend a three (3) hour SAY intermediate/advanced referee clinic within the last year or an equivalent and approved USSF intermediate Referee Clinic.
   5. Have received two (2) favorable game evaluations. Be nominated and approved by the Referee's Area or District Referee Coordinator 

National Level Referee

   1. Have served as a State SAY Referee for a minimum of two (2) years.
   2. Have officiated at least 100 SAY matches, which must be as a Referee (i.e. Not as a Linesman) in 11 v. 11 games. At least ten (10) of these games must have been refereed as a State SAY Referee during each of any two (2) years.
   3. Attend a three (3) hour SAY intermediate/advanced referee clinic within the last year or an equivalent and approved USSF intermediate Referee Clinic.
   4. Have received two (2) favorable game evaluations as a State SAY Referee.
   5. Be nominated and approved by the Referee's Area or District Referee Coordinator.
